I'm getting:
Warning: fread() [function.fread]: Length parameter must be greater than 0 in /home4/shopsblo/public_html/sblocal/webcards/source/functions.php on line 306
After upgrade was installed I went to "upgrade.php" - and it didn't exist.
Admin says I am running 2.3 — but there's that Error line at the top of the page.

Error number: 1146

Can you try uploading the file upgrade.php to the root WebCards directory (the same one that contains config.php) and try running it again.

That resulted in seeing a SUCCESS upgrade page notice,
then it's still reading at top of index.php :
"Warning: fread() [function.fread]: Length parameter must be greater than 0 in /home4/shopsblo/public_html/sblocal/webcards/source/functions.php on line 306"

The script is trying to load the category cache file but it is empty.
Once you have added some categories this error will disappear. Alternatively, log into your admin centre, scroll down to "Manage Caches" and click "Rebuild Cache" next to category list.
